Winner Group opens new Casino in Cartagena

The CIRSA subsidiary opens Casino Río Serrezuela at La Serrezuela shopping centre with slots, table games, entertainment and promotions

Winner Group has expanded its Colombian casino network with the opening of Casino Río Serrezuela in Cartagena de Indias.

The new venue opened on 21 July on the ground floor of Centro Comercial La Serrezuela, one of the city’s best-known commercial and entertainment locations. The property is located in Cartagena’s historic centre, close to boutique hotels, restaurants and the Cartagena Convention Centre.

The opening gives Winner Group a stronger presence in one of Colombia’s most important tourism and business destinations. It also supports the company’s strategy of developing casino venues as broader entertainment spaces rather than traditional gaming rooms alone.

Casino Río Serrezuela offers latest-generation slot machines and table games including Blackjack, Roulette, Baccarat and Poker. The venue will also include shows, promotions and social experiences designed for residents, national visitors and international tourists.

Winner Group projects more than 17,000 accumulated visits during the second half of the year.

The company said the new operation will contribute to Cartagena’s local economy through the creation of more than 50 direct jobs and around 150 indirect jobs and interactions with local partners.

For Winner Group, the venue is part of a wider plan to integrate entertainment, gastronomy and social experiences into the casino model. That approach is especially relevant in Cartagena, where tourism, conventions, hospitality and premium leisure activity remain central to the city’s economy.

The company also reaffirmed its commitment to responsible gaming through its “Establece tus límites, juega responsable” programme.

According to Winner Group, Casino Río Serrezuela applies strict controls, including the exclusion of minors, no credit or ATMs inside the premises, direct connection with Coljuegos and ISO 9001 certification, which the company has maintained since 2006.

The opening takes Winner Group to 78 casinos in Colombia, consolidating its position as the country’s largest casino network.

It also strengthens CIRSA’s presence in Colombia. CIRSA operates in the country through Winner Group, and the Cartagena opening adds another strategic location to the group’s Latin American casino footprint.

The new venue responds to a growth strategy focused on cities with strong tourism and economic activity. Cartagena fits that profile. The city has become a key destination for international tourism, business events and premium entertainment.

For operators, the launch shows how Colombian casino investment is moving toward more complete leisure experiences. Modern gaming floors are increasingly expected to sit alongside food and beverage, events, promotions and loyalty-driven entertainment.

For suppliers, the opening creates demand for new slot content, live table equipment, systems, compliance tools and player engagement products.

For Cartagena, Casino Río Serrezuela adds another entertainment offer inside a high-traffic retail and cultural location. Its success will depend not only on the gaming product, but also on how well the venue connects with the city’s tourism and hospitality ecosystem.

With more than 24 years in the market, Winner Group continues to position responsible gaming as one of its main operating pillars. The company says it will keep investing in innovation, responsible entertainment and experiences that contribute to tourism and regional economic development.
