Concessions would be granted to holders of a land-based concession or licence
Last week, the president of the Republic of Uruguay, Luis Lacalle Pou, on behalf of the Ministry of Economy and Finance, sent the Bill for legalization of online gambling in the country to the President of the General Assembly, Beatriz Argimón, . The document has an Explanatory Memorandum and two articles, and asks for an urgently process, adding:
“The Executive Branch has the honour to submit for the consideration of the Legislative branch the attached bill, which asks that by empowerment of the General Directorate of Casinos (DGC), online games of chance are exploited in the country, and also to authorize that this type of gambling is permitted to those who have previously been granted a concession or licence to exploit land-based games.”
“This last aspect is an unavoidable reality and has been requested by the private sector which has prior authorization for the exploitation of gambling on a person-to-person basis.”
According to Article 1, and without prejudice to prior legislation, the new bill would empower the DGC to “authorise the activity of casino games such as poker, roulette, slots, between others, created or to be created, under the “online” modality, through the internet, technological platforms, computer applications or similar.
“The activity of casino games under the modality established in the previous subsection may be provided directly by the General Directorate of Casinos
of the Ministry of Economy and Finance through the traditional system (state run) or by the current operations, operating under the so-called mixed system”.
