The João Pessoa programme will examine lottery portfolios, commercial innovation, sustainability and social funding
State lotteries are adapting their products and distribution models as Brazil’s regulated betting market develops and digital competition increases across Latin America.
The Ibero-American Corporation of State Lotteries and Betting has announced the first panels and speakers for its international meeting in João Pessoa, Brazil.
The event, titled International Meeting: Product Portfolio — Sustainability to Innovate with Impact, will bring together lottery executives, regulators and industry suppliers at Resort Tauá.
The main conference programme will take place on 16 and 17 September alongside BiS João Pessoa. Registration remains available through the official CIBELAE event page, with separate options for members and other participants.
Product portfolios and sustainability
The first panel is titled “Sustainability and innovation: redefining lottery portfolios in a changing market”.
It will examine how lotteries can adapt their commercial products to changing customer expectations, new technology and the requirements of regulated markets.
Speakers include Javier Milián, President of CIBELAE and El Salvador’s Lotería Nacional de Beneficencia; Renato Silva Siqueira, President and CEO of CAIXA Loterias; Gonzalo Torres, Vice President for Latin America at Scientific Games; and Luis Carlos Barraza Pinto, Latin American representative for Brightstar Lottery.
CIBELAE Executive Director Rodrigo Cigliutti will moderate the discussion.
The panel will provide perspectives from a national lottery, an association of state operators and two international lottery technology suppliers.
Commercial development and community impact
A second panel, “The lottery serving the community: innovation, commercialisation and social impact”, will consider how lotteries can expand their product offer while retaining their public-interest role.
The session will feature Francisco Petrônio de Oliveira Rolim, Superintendent of the Paraíba State Lottery, and George Didier Flores, GLI’s Regional Manager for Latin America.
Diana Fusco and Santiago Schunk will jointly moderate the panel.
Fusco coordinates CIBELAE’s Responsible Gaming and Sustainability Commission and works with the Neuquén Lottery and Argentina’s Association of State Lotteries.
Schunk coordinates CIBELAE’s Product Commercialisation Commission and represents the Entre Ríos Lottery through IAFAS and ALEA.
The discussion will address the relationship between commercial innovation, responsible gambling and the use of lottery resources to support public programmes.
State lotteries and public funding
The third announced session is titled “State lotteries and social impact through public funding”.
It will examine how subnational lotteries direct revenue towards social and community programmes.
The panel will include Daniel Romanowski, President and Director of LOTTOPAR in Paraná; Fabíola Esteves, President of LOTERJ in Rio de Janeiro; and Ricardo Amado Costa, President of the Brazilian Federation of Lottery Retailers.
Lottery consultant Edson Kikuchi will moderate the session.
The inclusion of executives from Paraná, Rio de Janeiro and Brazil’s lottery retail network will allow the panel to compare regulatory, operational and distribution perspectives.
State lottery development has gained greater relevance in Brazil as individual jurisdictions establish products and regulatory models alongside the country’s federal fixed-odds betting framework.
Event held with BiS João Pessoa
The CIBELAE meeting is being held with the support of host lottery LOTEP and alongside BiS João Pessoa.
BiS João Pessoa will bring together public authorities, regulators, operators and suppliers from the lottery, betting and iGaming sectors. Its programme focuses on the development of Brazil’s regulated market and the role of the country’s Northeast region.
CIBELAE’s agenda concentrates more specifically on lottery product development, sustainability, responsible gambling and social returns.
The combined format is intended to connect the institutional experience of Ibero-American lotteries with the technology and commercial expertise of private-sector suppliers.

CIBELAE members can register through a dedicated form linked from the organisation’s event page.
Non-members are directed to the general BiS João Pessoa ticketing platform. Accommodation at Resort Tauá must be arranged separately under the conditions offered by the organisers and venue.
CIBELAE said the programme may continue to expand as further sessions and speakers are confirmed.
