COLOMBIA – Contingency plan keeps Risaralda Lottery draws operating

Tickets sold for the postponed draw remained valid when the lottery completed Draw 2963 in Manizales on 21 August

The arrangement protected ticket holders and allowed the lottery to continue operating after earthquake damage made its usual facilities unavailable. It also preserved revenue transfers that support healthcare in Risaralda.

The National Council of Games of Chance (CNJSA) issued Agreement 969 following the earthquake on 10 August. The measure allowed traditional lottery operators affected by operational, logistical or communications problems to postpone scheduled draws.

The headquarters of the Risaralda Lottery suffered serious damage, disrupting the organisation’s normal activities.

The CNJSA consequently authorised the lottery to move its draw scheduled for 14 August to 21 August.

Manizales facilities support delayed draw

As part of its contingency plan, the Risaralda Lottery reached an agreement with the Manizales Lottery to use its draw facilities.

Draw 2963 was completed in Manizales on 21 August. The winning number for the COP2.33 billion main prize was 3415 in series 206.

The cooperation allowed the Risaralda Lottery to conduct the draw without using its damaged studio and provided the technical conditions needed to preserve transparency and operational control.

Physical and digital tickets purchased for the original date remained valid. Customers did not need to exchange their tickets following the postponement.

Bibiana Garcés, General Manager of the Risaralda Lottery, had urged customers to remain calm and confirmed that all tickets already sold would participate in the rescheduled draw.

Agreement provides flexibility after earthquake

Agreement 969 established exceptional flexibility for lottery draws affected by the earthquake. It also suspended linked permanent-betting or chance wagers until the corresponding lottery results were officially produced.

The measure was intended to prevent force majeure from compromising the security, reliability or transparency of authorised draws.

The Risaralda Lottery said the CNJSA’s intervention allowed operating procedures to be adjusted without weakening regulatory oversight or the legal status of the game.

The lottery continues to encourage customers to purchase tickets only through authorised channels. Revenue generated by its operations contributes to financing public healthcare in the department of Risaralda.
