Governor publishes decree modernizing lottery to generate and upgrade state finances
Cláudio Castro, governor of the State of Rio de Janeiro, has made official a decree to modernize local lottery LOTERJ transforming operational and technological tools for improvement of exploitation of lottery products, operating under public service legislation to place it in the 21st century.
The Rio State Decree authorizes LOTERJ to develop mechanisms for administrative cooperation with other Brazilian entities (lotteries), especially in the field of the prevention and sanctioning of illegal practices related to land-based and online gaming operations. Additionally, there is room to allow associations with other state lotteries to create an interstate or multi-jurisdictional lottery such as PowerBall , which is offered in 44 US states, the capital Washington DC, Puerto Rico and the Virgin Islands), as well as the MegaMillions, with similar distribution plus the US Virgin Islands.
Under the new regulations, it will be up to LOTERJ to execute directly or indirectly, through the contracting of services, granting of its lotteries public service or licensing all gambling formats involving bets and draws provided for in the federal law, such as games of chance or lotteries, in order to guarantee for Rio State non-tax financial resources for the benefit of its institutional mission.
Additionally, Governor Castro also authorized LOTERJ to use directly or through third parties, digital systems or platforms of technological innovation, for operation of revenue generating gambling activities, as well as the payment of prizes, providing for the exchange of credits originated by the purchase of its lotteries and other facilities provided by the State of Rio de Janeiro, in accordance with federal law.
The Regulation also ensures the practice of responsible gambling, including the creation of a database with up-to-date information on persons who are prevented from playing voluntarily, or through administration or judicial order.
