Includes all forms of gambling and is more comprehensive than PL 442/91
The article ‘Gaming legalization can finance Ministry of Public Security’, published on Tuesday last week by The Antagonist website, reveals the preference of gaming legislation proposal PLS 186/14 submitted by Senator Ciro Nogueira of the Bala group in the Brazilian Senate.

Law Project PLS 186/2014 has already been presented to the Directorate Board of Brazil Federal Senate and awaits debating by the plenary. Following rejection of the project presented by Senator Benedito de Lira and the approval in a separate voting session that was opposed by Senator Randolfe Rodrigues in the Constitution, Justice and Citizenship Committee (CCJ), this will be the report that should be considered and voted on by senators in plenary.
For PLS 186/14 to be approved by the Senate Plenary, it will be necessary to first reject the vote of Senator Randolfe Rodrigues. By rejecting the contrary vote, senators will have to approve the original text proposed by Senator Ciro Nogueira.
It is worth mentioning that originally, gaming bill project PLS 186/14 set to legalize all gaming modalities, i.e.: jogo do bicho (animals lottery game); video games, video lottery (slot machines or BR1) and video bingo; bingo games; casino table games in resorts; online sports betting games; (which should be excluded from the text due to approval of Law 13.756/2018); online bingo games; and online casino games.
